Does user need special rights to open/publish templates from Excel Add-in

I was wondering if a user needs to have special rights in QMC (Content Admin??, special rule??) to be able to open or publish a template from the Excel Add-in? Assuming that the user already is a named AnalyticsGate user.

yes the users must be able to "read" it and if you wish also can "update"!
